Short answer
When this guide was checked (12 October 2026), the AI Act had not yet been incorporated into the EEA Agreement. The EFTA EEA-Lex database lists it as under scrutiny for incorporation by Iceland, Liechtenstein and Norway, with no EEA Joint Committee decision yet. It is therefore probably not yet Norwegian law.
A Norwegian AI act is on the way
The Norwegian Communications Authority (Nkom) writes that the regulation will be implemented in Norwegian law through an AI act, that the act is on its way, and that the rules come in through the EEA Agreement. According to Nkom, it will be the coordinating market surveillance authority and national contact point. No bill had been listed in Parliament when we checked.
Watch out for old dates
Some timelines still show the original dates from 2024. The amended EU text moved the high-risk dates to 2 December 2027 (Annex III) and 2 August 2028 (Annex I). Check the current text on the Commission’s AI Act Service Desk.
Selling AI in the EU
The regulation applies in the EU. If you offer AI systems or models in EU countries, read its scope (Article 2) with your legal adviser rather than waiting for the Norwegian act.
Copyright and text and data mining
The EU copyright directive contains the text and data mining rules that the AI Act refers to. An EEA Joint Committee decision to add it was adopted in December 2023 but had not entered into force when we checked, and we found no text and data mining rule in the Norwegian Copyright Act. See copyright and AI training data.
Prepare anyway
Good data documentation is useful whatever the timeline. See the Article 10 checklist. This guide is general information, not legal advice.
